Hello Team,
I have the same issue: CPanel EXIM error – remote_smtp defer (111): Connection refused

And your howto works fine for me for a view days. But the issue comes again and again.

Is there a solution that works for more then a view days?

There is one simple way to upgrade wordpress.
Just add plugin auto upgrade wordpress.

http://wordpress.org/extend/plugins/wordpress-automatic-upgrade/
and wordpress will be upgraded within few click’s
